Kelly has also fallen victim to criticism over plans to build Trump's vaunted wall on the U.S. -Mexico border, which appear to be stuck somewhere in the federal budgeting and procurement process.
In pushing out Spicer and Priebus and by installing his alter ego Scaramucci, Trump has shown that what he really desires is an administration of yes-men and yes-women.

Kelly's permanent replacement will require Senate confirmation.

Kelly is also a confidante of Defense Secretary Jim Mattis, a retired Marine general and Kelly's former commander during the 2003 Iraq invasion. The retired general has told Democrats that it is Congress' responsibility to change immigration laws if they want to codify DACA. The U.S. president said he personally appointed the Secretary of Homeland Security to take the office on July 31.
Gen. Kelly will be sworn in Monday morning.
