Practice session 1 - 10 am local time, 1:30 pm IST and 4 am EST.
Vettel stood on top of his Ferrari and waved to the crowd.
"This weekend yes, clearly", Bottas responded when asked if Mercedes was on the back foot.
Hamilton, 32, is riding on the crest of a wave following his victory at the British Grand Prix coming after a whistle-stop two-day break in Mykonos. "I don't think there was any moment where we had a shot at pole".
Vettel was second fastest in Mogyorod, 0.183 off the pace, after a slow start to his weekend.
Effectively, because both Hamilton and Bottas opted to conduct their long running on the soft tyres, we can't truly compare the predicted pace for Sunday's race.
As well as Lewis Hamilton having a tough start to the weekend, Williams are also suffering issues with Felippe Massa pulling out of this weekend's meeting after feeling unwell. He aborted his first attempt in Q3 when he lost the rear of his auto through Turn 4 and the balance of his vehicle still appeared to be missing when he set his best effort of 1:16.693.
"I like this track a lot".
Though, Vettel kept his feet firmly planted on the ground and also inadvertently summed up the entire point of this article: "Ferrari, Mercedes and Red Bull are very close to each other", he said. "The temperatures are expected to rise tomorrow, which means that we really need to get the rear end of the vehicle more stable".
"The auto was fantastic today, it was really a pleasure to just go around", said Vettel after taking his 48th career pole on a hot afternoon at the Hungaroring.
"I am enjoying it, being part of the Ferrari family", said Vettel.
Kevin Magnussen missed out on a place in Q2 despite setting an identical time to Perez at the end of Q1.
Their auto has proved to be very good on all of the faster circuits with a question mark on the slow ones.
Daniel Ricciardo's had more success at the Hungaroring than at any track on the calendar since his first race for Red Bull in 2014 and even won the Grand Prix that year.
In other F1 news, backmarker Sauber has extended a power unit supply deal with Ferrari, though Sauber will now receive Ferrari's latest power units instead of using the previous year's units as is the current agreement.
Vettel appears to have run out of steam a little after finishing first or second in the first six races before missing the podium in three of the following winless four.
